Delaware knows a thing or two about innovation, and so does Senator Coons.

After serving as counsel to a world-class material science company for nearly a decade, Senator Coons saw how important it is for the United States to remain a global leader in new technological developments. Innovation grows America’s economy, driving state-of-the-art health care solutions, supporting clean air and clean water, and protecting our national security. As Delaware’s senior senator, Senator Coons works every day to ensure the First State remains a critical innovation hub.

The United States needs to focus on being competitive in this century. We have to invest in innovation and the innovators who make that possible.

He also knows that our competitors around the world are trying to catch up. America’s scientists, engineers, inventors, and creators must out innovate them to keep our place on the world stage. They need a government in Washington that encourages, rewards, and protects their ideas.

That means government investment in basic science and foundational research – the kind of risks the private sector won’t take – while giving companies and labs the support they need to bring the next scientific breakthrough to market. It also means modernizing our outdated intellectual property laws to ensure that innovators are able to protect and profit from their work.

Senator Coons knows we can’t just invent things in America, we also have to make things here. He’s long focused on bringing manufacturing back to Delaware. That’s how we create more job opportunities, grow our economy, and stay the world leader in innovation.

Some of Senator Coons’ accomplishments on innovation include:
  • One of Senator Coons’ proudest accomplishments has been creating the National Institute for Innovation in Manufacturing Biopharmaceuticals (NIIMBL) housed at the University of Delaware on the site of the former Chrysler Dodge manufacturing plant. At NIIMBL, more than 200 companies, universities, and other organizations work together to make biopharmaceutical breakthroughs. It’s meant more jobs, more training for Delaware workers, more medicines to treat diseases, and more military readiness for bioweapons.
  • After he was elected in 2010, the first bill Senator Coons wrote made the research and development tax credit available to the smallest of small businesses. Senator Coons fought for the bill for years, building a bipartisan coalition to get it signed into law in 2015. This has given cutting-edge businesses a chance to invest in innovation, bring new ideas to market, and hire more people.
  • Senator Coons secured new protections for $5 trillion worth of intellectual property through the Defend Trade Secrets Act, which became law in 2016. Before, these critical pieces of intellectual property were not protected from theft under federal law. Now, companies can better protect themselves and their ideas so they can continue to grow, create more jobs, and develop the products and innovations we all need.
  • Senator Coons authored the American Manufacturing Competitiveness Act, which was signed into law in 2016. The law drove the development of our nation’s first manufacturing strategy so we can compete on the global stage. Building on that progress, he passed additional laws to train new workers in manufacturing and provide critical technical support to small manufacturers in Delaware.
  • As a member of the Subcommittee on Intellectual Property, Senator Coons introduced the bipartisan Nurture Originals, Foster Art, and Keep Entertainment Safe (NO FAKES) Act of 2025. The law would make it so that anyone from a well-known musician to a high school student can protect themselves from online AI fakes of their voice and face.
