Energy and Environment

Building on Delaware’s legacy of innovation, Senator Coons is committed to making Delaware a hub of new, clean energy technology that will create jobs and keep costs down for families while reducing emissions.

Delaware is the lowest-lying state in the union. As we watch the Atlantic and our rivers rise, eroding our beaches and flooding our cities, it’s painfully clear that climate change is real, it’s here, and it’s having an impact. Senator Coons is making sure the First State is prepared for the climate-fueled disasters of the present while mitigating the worsening of climate change.

We have a responsibility to God’s creation, to each other, to Delaware, and to future generations to help this planet, our only home, to survive.

He’s securing federal funding to make Delaware a leader in new technologies like solar, wind, and hydrogen power, in addition to improving and protecting existing facilities like the Delaware City Refinery. He’s also trying to protect programs like LIHEAP that directly lower energy costs for Delawareans facing hard times.

No parent wants to worry about the air their child is breathing or the water they’re drinking. Senator Coons is working at a federal level to support clean air and water, so our children can breathe and play without fear.

He’s also securing funding for our state’s beaches and coastline, so we can keep growing the economy that powers southern Delaware.

Some of Senator Coons’ accomplishments on energy and the environment include:
  • Senator Coons worked across the aisle to create the U.S. Foundation for International Conservation. This private-public partnership will invest in protected areas across the globe, preventing extinctions and lessening the effects of climate change. It will also make the United States safer by strengthening local economies and cracking down on the illegal wildlife trafficking that funds global terrorism networks.
  • In 2023, Senator Coons worked with leaders from across industry to secure a $750 million federal investment for our region: the Mid-Atlantic Clean Hydrogen Hub. The hub will develop hydrogen energy production in and around Delaware. The project will ensure the Mid-Atlantic is a leader in clean, renewable energy and will create as many as 20,000 jobs in and around the First State.
  • Senator Coons updated the Weatherization Assistance Program, giving families and property owners funding to make their homes more resistant to changing weather. Families save an average of $372 a year, and grants go to 32,000 homes a year. The program has created thousands of jobs across the country installing higher quality roofing and more energy efficient water heaters and other appliances and improving insulation.
  • Senator Coons led the creation of the Foundation for Energy Security and Innovation, which was signed into law in 2022. The foundation is creating new public-private investments between the Department of Energy, philanthropy, and businesses to accelerate the use of innovative clean energy technology.
  • Senator Coons created the Delaware Watershed Conservation Fund, which has provided $72.1 million for 239 restoration and public access projects across the Delaware River Basin since 2016. That funding has helped preserve our national treasures like the First State National Historical Park, the White and Red Clay Creeks, and the Trap Pond Cypress Swamp. He also fights for federal funding for Bombay Hook and Prime Hook National Wildlife Refuges, which are critical stops for migratory birds and horseshoe crabs.
  • Senator Coons wrote and led the passage of the bipartisan Sustainable Chemistry Research and Development Act of 2019. The law increases federal research and pushes the government to work with American chemical companies on green chemistry innovation – meaning chemicals that are safer for people and the planet. He also helped pass the Lautenberg Chemical Safety Act in 2016, which made the process for approving new, safer chemicals better.
